Are you using a firewall program or manager?

If you don't make a rule in firewall it will connect to the internet.

Normally you use a firewall program to prevent ANYTHING from online, unless you give permission.

It simply is a better GUI for the built-in Windows firewall, and is the easiest for me, and free.
Normally use "medium" profile.
Under notifications, make sure to set to "Notify" or you will wonder why nothing connects to the internet. It will ask to "allow or "block" for each thing that attempts to connect to the internet. It has nice links to see what is asking if you are unsure, and you can always choose:
'block for now and ask again later'.

There is usually no need to add it to the Windows context menu (in options), because it will notify and ask you for anything that attempts to connect to internet.
It has links to check out whatever programs are asking to get through.

It is easy to look in the "Rules Panel" and arrange by program path or type , to see what is set, filter by "User created rules", and check /delete duplicates, or "invalid" (for example, installers you may have blocked during install but the installer is now zipped up in archive).

Using this for years and I have NEVER had anything get reset using hundreds of cracked programs.
