No, this developer is called Infected Sounds. Looks like an emulation of the Novation Bass Station 2. No idea why he/they added "tracktion" to the name.

Yobare is weird like that, his plugins may be free one week, $50 the next. B4SS Tracktion/B4SS Nation (as it was renamed) was free, for a few days, now it's $5 intro pricing before it goes up to $10.
