2. Select Offline Installer and Click Install from an Offline Installer
3. Browse the Waves folder you downloaded (i'm Mac Users, move folder to "Users/yourname/public/WavesOfflineInstallers/Waves/Data folder, install.cen")
4. Select the plugins

・Inspire Virtual Instruments Collection
・Mercury
・SSL 4000 Collection
5. Apply patch
6. RESTART
7. Run AU Reg tool 12.0.0.87 Build R 215024 for AU

From the conclusion, WC.12.18.05.21.M is not working with VST and VST3. working AU.
However, WC.12.24.02.21.M is VST,VST3,AU all working.

Works with Logic 10.6.2 / Catalina 10.15.7
Just follow the steps (the only steps I added myself were internet off while installing Waves Central and not restarting as I'm using PlugInstall)
