Maybe I can help to anybody that have the common error message "cudart 32_40_17.dll (or cudart64_40_17.dll) is not found on your computer"
because finally ... I think I have solved the problem

You need to install the Nvidia CUDA 4.0.17 ToolKit.
You can find it Nvidia CUDA ToolKit 4.0.17

Acustica is a horrible company refuses to re-authorize purchased plugins. After a system upgrade, they would not provide new keyfiles for Nebula 3 Server, despite owning licenses for both 3 and 3 Server. I think the price I paid was something like $350 and much more in libraries.

Huge thank you to whoever defeated the copy protection on this and shared it. You are a true hero of the people.

If anyone has a copy, a re-upload would be greatly appreciated. Thanks!
