So you need to install Full Version of v1.28 before.

You need previous v.1.28 full, and this is a wonderful and neat 5mb update

But imo it says Binaries Update Only in the title, so it should be self explanatory.
The .nfo states:

All the other elements like the gui, manual
and factory library are 1:1 exactly the same
as the previous release, v1.28.
