The official installer claims that MIDI FX VST3 is "Cubase
only."

If you don't have the included BMIDI_Driver_2.1.0.44 driver
installed well, the standalone will hang for 20 or 30 seconds
until it starts up. To avoid this at install, just make the driver
is installed and running. It is also advice to disable
the driver in the Device Manager, devmgmt.msc, when not in use.
It is just good practice not to have drivers loaded to memory
when unnecessary. Your usage should dictate how and when,
or what you do here. Rock on.

That's right. It's the DAW who handles the MIDI side when using VST3
