It have been explained countless times. You are not new here.
For some people it's easier to download from these file hosting services than home page.
Also, if the original release gets down, ie dev closes or what ever, we still have the material here.
Last but not least: is it a problem to have more choice?

A perfect example: Ronan Fed - Removed the official downloads of the free plugins.
