Goes back to the old rave days...several bands were using that sound but myself not too sure that medoly was by. I want to say T99 or Quadraphonia but I don't think it's either of those two.

I don't see this as stolen. That sound was a synth preset for many 90s Euro artists.

My guess, likely a Getter track since this is stylized after Getter. One of his big hits is called "Head Splitter". He uses this very sharp sounding bass too. Link below if you're interested.
