The Usual Suspects, the developers of the DSP56300 emulator, have dropped Vavra, a new Synthesizer plugin recreating Waldorf microQ.

Many well-known 90s virtual analog synthesizers are based on the Motorola DSP5630 DSP. For example, the Access Virus series A, B, C, TI, the Clavia Nord Lead 3, Waldorf Q, or the Novation Nova synthesizers.

Vavra is an emulation of the Waldorf microQ from 2000—one of the first virtual analog synthesizers. It featured 25 voices (expandable up to 75) with 5 oscillators per voice, two multitype filters with FM and distortion, four envelopes, three audio rate LFOs, effects, and more.

The project’s core is, once again, the DSP56300 emulation plugin. It’s available as a free download.

I have followed the installation instructions several times, and still can't get this (Or any of their releases) to work

You've not stated what Operating System but this is how I install for Windows.
Unrar Vavra.1.4.0-WiN and open extracted folder and open the Plugins [Folder]
"I am installing only the VST3 versions".
Extract/Unzip DSP56300Emu-1.4.0-win64-Vavra-VST3.zip and open extracted folder.
Copy Vavra.vst3 [root] folder with contents folder etc.] to your VST3 [Folder]
eg. C : \ Program Files \ Common Files \ VST3
If you want FX too then go back a folder to Vavra 1.4.0-WiN> Plugins and open the FX [Folder].
Extract/Unzip DSP56300Emu-1.4.0-win64-VavraFX-VST3.zip and open extracted folder.
Copy VavraFX.vst to your VST3 [Folder] eg. C : \ Program Files \ Common Files \ VST3
Please note: It seems with these recent releases that you no longer have to copy the ROMS to the same folder as your VST3 Plugin so now open your DAW and run the plugin
and click 'I agree'.
Once you run the plugin it will say missing ROMS but it will create a new folder in
C : \ Users \ <YourUsername> \ Documents \ The Usual Suspects \ Vavra \ roms
Copy the ROM mq_2_23.mid to the roms [folder]
and reopen plugin(s)
This is the same for the other newer The Usual Suspects releases and will create new folders in your Documents folder once you open the plugin in the DAW for the first time.
C : \ Users \ <YourUsername> \ Documents \ The Usual Suspects \ Osirus \ roms
eg. copy the virus_c_650x352.bin file there or which one you require
C : \ Users \ <YourUsername> \ Documents \ The Usual Suspects \ OsTirus \ roms
eg. copy the Ti2 firmware.bin file there
C : \ Users \ <YourUsername> \ Documents \ The Usual Suspects \ Xenia \ roms
eg. copy both lower_Am29F010.bin and upper_Am29F010.bin files there
