i find if i click on full download history tab,there is a tab "keep dangerous file" or something like that that works
in this case ,i have option scan for malware or open anyway

Same for me. Chrome or Microsoft Edge don't give me the option to save it. I save it and on other occasions they let me save it even if it is dangerous. Not in this one, not even by deactivating Google Safe Browing
