It's because Dialogue Match requires Audio Suite Offline. It's similar to ARA2 (but for PT only), and for some reason they haven't been able to get it to work with ARA2 instead of ASO. This was the last I heard of it. Maybe they are still working on getting VST support ready Soundradix managed to get Auto-Align Post to work fine with ARA2, which (AFAIU) had a similar problem in the beginning.

It’s AAX only per iZotope’s own website. Found out about it after rescanning my VSTs a couple of times to no avail.

I believe it says on their own website, it's pro tools only. (For now?)
