Fun fact: The MP3 encoder doesn't even support 24 bit processing.

You can encode 24 and 32-bit files directly into MP3 with LAME. The thing is, MP3 encoder actually doesn't have a bit depth, and you don't need to dither. However, you can do it, and I like having 96/24 masters nicely TPDF dithered that I later directly encode into every format I need.

Yes, encoders in general have no bit depth. Audio files do. But in case of MP3 it's "variable" (or at least not fixed), since it's compressed over this bit depth.
LAME processes 24 bit. If you encode a 24 bit file and decode it back (with a decoder supporting 24 bit), you'll get your 24 bit again (+ compression artifacts). AudioGate here (like any software with FhG I tested) truncates the signal to 16 bit before encoding. So you might want to dither (dithering is also enabled as default setting when encoding 24 bit files to MP3).

does 16 bit dithering work before SRC?
I just know that dithering is the last one in the chain, because Ozone dithering differs if you use various sample rates. So dither applied for 96k will not work for 44.1k if you convert down after dithering. So SRC first to 44.1, then limiting with true peak, ceiling and then dithering.
