Don't understand why this is 10.8 GB when previous versions were around 4.6 GB. Even at 4.6 GB it takes 2-3 days to download with default hosts, 10.8 GB would take a week.

After cleaning my system entirely, and then installing this version I hoped that my standalone apps in waves (GTR, Codex etc.) would work. Alas, they still do not.
I am usually pretty good at figuring out these kind of issues myself, but in this case am unable ascertain what the issue is.
All VST3 plugins all work perfectly in any DAW I try, it's just the standalone apps that fail with: " Waves Audio XXX App failed to Load. Please check that you have a valid license. If the problem persists try to re-install the software." . "XXX" is the name of any of the apps I try to load.
This is driving me mental as it never had this issue until the newest versions of both the R2R and VR patches. My system is Win 10 pro 21H2 OS Build 190544.1526. I have tried to uninstall and reinstall, fix permissions in central, and anything else I can find on the net.
Please if anyone has the answer as to how to finally solve this I would greatly appreciate the assistance.

Holy Crap!! I got it working!
What I had to do if anyone else has this issue is actually do a full repair in waves central while logged in. When I logged in I found an active license for "Studio Rack" free that I must have installed a while ago and forgot about. I had to deactivate that license, log out of waves, re add my host blocker, and then repatch with the VR patch in order to get everything to work as it should in the standalones and plugins!

This one was a head scratcher for sure.

Mac Installation with Localserver Browser working

Tested on Catalina 10.15.7 (Intel)

- Logic X (YES)
- Ableton 10 (YES)
- Cubase 12 (YES)

1. Uninstall Waves, complete Waves cleanup
2. Install Waves 13
3. Install z.noise from Waves 12 version before 12.7 (12.7 and above will not work)
4. Delete z-noise.bundle in /Applications/Waves/Plugins V12/z-noise.bundle
5. Install Patch from Waves 13
6. Install Au Reg Tool from Waves 13
7. Done! All VST, VST3 and AU working with Localserver Browser.

The fix is simple to understand. Its just to install the newest waves version and one plugin from older waves version (older than 12.7) that already have Localserver Browser solution. Doing this, something in waves is replaced and all you need is to patch and deleted or replace the old files from plugin you have installed.

The Workaround could be the same for Windows, please give a try.

Why not? This is the workround since waves 12 with preset browser.

You can choose. Delete the localserver (preset browser) or not.

Everything is working, its just a little thing.

i cant open any individual plugin by itself, it only works when i use the shell to open.

Anybody got a fix for that?

I'm not sure where I originally went wrong because I can't find the Waves sample libraries - they aren't where they are meant to be. Does this installer download the actual libraries?

use the patch with online install. I did Waves reinstall because I want to try the Cosmos and CR8 plugin but don't know what I did wrong, it is not there. :( might have to do reinstall again soon.

but, the patch works. Just follow the instructions.

The Reg AU Utiliity will simply not open - just gives me an option to cancel or move to bin

When i go to system pref / security i do not get any option to allow anyways.

Anyone able to assist with this. Im running Big Sur 11.6.4 (Ableton 11)

I get to the last step which is run the Reg AU Utility and it simply wont open
If your not doing what you love,
Then your wasting your time.
