I didn't have a problem with Monterey on Intel with Reaper and the VST3 plugins. Here's the command that runs an installer and a script that iterates through and runs all the .command files in a directory. Use the script below only if you have backups and are willing to assume all the responsibility for using.

I've been in the exact same boat. Well now you've solved it for everyone. It's this file and this folder that need to be synced:
/shared/images/vc8_images/packs/default.png
/shared/images/vc8_images/bmp/

BTW, someone's playing around with that png image, you might want to make a backup and rotate the contents so it is not on its side.

I've had problems with these banks in the past. Firstly, know that most of the included presets will only show up in Intel macs or if you run your standalone apps in Rosetta mode on your M1. I found that it is only necessary to merge these following folders:

Presets
Samples
Shared


***IMPORTANT NOTE***
Don't try and Merge them by clicking and dragging the folders. Also, Merge the folders one by one by selecting the newly downloaded folder, pressing Command + C, then pasting it into your Library/Arturia folder with Command + V. Only proceed if the prompt that includes Stop; Replace; Merge buttons shows up, and select Merge. There shouldn't be any GUI problems for existing plugins or apps if you use this method, but it is worth having a backup of the above mentioned folders just in case!
