Firewall blocking the activation manager.
I've only let that rule outgoing.

Everything works here... Even if I dislike the method, pretty sweet to have Wavelab running...

Apparently, you can only use this with SIP permanently disabled. When SIP is re-enabled after installing, it hangs on the opening screen; turn it off and it loads just fine again. Aside from that (major) issue, it works great here on Mojave.

I am on Intel Big Sur and followed the instructions, including leaving SIP disabled. Still, "no valid licenses ..". Any ideas?

To disable SIP on an M1 keep holding the power button down when you start the machine until Options appears on the screen. That will take you to Recovery Mode where you can launch Terminal and enter the command. It runs fine on an M1 with Rosetta.
