This is a common practice.
When the base piano samples sound weak, thin, in order to compensate it, the developers tend to combine it with hybrid effects, pads, other string instruments.
There is a market for these kind of sounds though. For digital piano pad sounds.

Did this dev simply repackage other pianos into this? I am not sure why anyone would give him permission to do this.

All instruments are huge and sampled from keyboards and other libraries.

For me, just the addition of the extraordinary "Ravenscroft 275", is already too good, because it is almost impossible to download this piano anywhere on the web, another fantastic is the German 'Studio Grand' which is impeccable in terms of tone. As for the others, like 'Ivory', we already know where to grab it.
