Later in time "regional" was used to regional, of course, your own area, the one you have interest only. But, since we grew up, wanting to show the world the small things we did in regional areas, there nothing more regional, radio, TV, web to the world. So, what is "Ethnic"? Latin is still considered for someone in some areas, but, for those living in big areas, just call it, Latin, Arabian, Indian, Japanese, Chinese, but another error occurs, some Latin instruments aren't used in Colombia or Argentina, some are just know in Brazil, and some are from Africa, that is not Latin. So what? If we are musician or learning musicians, we like the point on the "i".
