This might be a silly question but when I download the file and extract, its a .mid file. Can someone please explain how to use these presets? Is it with the DSP plugin?

you must have the hardware and the TI software. The .mid sends preset information to the actual hardware via the software settings, in order to create the sounds. All sounds come from hardware but can be controlled by software, if that makes any sense.
