Reminds me of 15 years ago.
Static impulses are actually suitable for stepped frequency/gain EQs, but a total hassle without an interface.

$15 is pretty cheap but far better to pay a bit more for a an Acustica API emulation.
I own a lot of Acqua's but rarely use them since they are still kinda clunky and CPU intensive.

Redwirez mixIR3 has 7 IR-based APIs and Neves EQ modules in it. Easier to use with interface and all if you dig this type of stuff. Give it a try. Maybe can load these into them too.

I use them for guitar sometimes just for fun. These IR-based EQs are mostly clean, only curves, no harmonics.

I use Acustica Audio's Pink and some PA Lindell's for API stuff.
Not clear on which software can load an IR for EQ?

There's no special software for EQ IRs. Every IR reverb which can load third party IRs is capable of this.
You could also google free ir loader plugin.
