There are many sound designers who offer free demos often between five, ten and fifty sounds but when the sound designer is good even free sounds are.
On the other hand, when the sound designer is bad, even paying sounds are bad.
It's all about the sound designer more than free or paid.

In summary, what defines the quality of paid or free sounds is its sound designer.
Sure a good sound designer could offer bad sounds for free
