You may want to check this further, but this is my take on this situation:

I believe one of the copyrights is owned by The Winston’s, and/or the drummer of The Winston’s, however no royalties have ever been claimed by either of those parties to my knowledge. The drummer died a poor and homeless man due to this unfortunately.

On the other hand, the label could still hold the copyright for this, but I’m not completely sure who the label is and whether they are still active.

There’s a lot of arguments about this on the internet (still to this day), and so myself I would be extremely careful, as you don’t want to get sued, especially for a drum part that lasts like 6 seconds.

There’s also tons of samples, that are not direct samples, but more so an interpolation of the original idea. Going down this route would be legal, as no sample would be used. It can only be illegal if any portion of the original drummers sample is used.

Buying a pack like this one is to hard to tell where the actual samples have come from and whether they have been ripped from the original recording or not.

If I was you and you really really need to have the Amen Break in your song, I would re-record it myself with different samples, or sample the sample by chopping it up and making it unrecognisable from the original.

As I say it’s your choice whether you risk it, but by going around it using some of the ways I previously suggested should be fine.

Is this a good starting point for producing jungle? After 15 years of producing other genre I want to go to my roots and produce some jungle (or dnb). I know nothing about it except the heavy use of amen, think, apache and so on.
