New libraries must be registered by Steinberg manager. Copy .vstsound file to its directory (where you plan to store it) and then click on it, Steinberg manager must start. If you have several .vstsound files in the same folder you don't need to repeat it for every file.

"Register" doesn't mean copy protection. You just tell to Halion that the library exists and is stored there.
