The sounds are clearly inspired by it. I think there's some good stuff in there.

You could say that. But you could say that about literally any dissonant or dark sounding hit, preset or chord progression you make. The 1st volume says it "remains true to the original sounds". It sounds nothing like the original soundtrack. They've just made some dark sounds and gratuitously tied it in with silent hill to drum up more interest than it normally would have got.
