For something to be a theory, you must form a thought about something, formulate it through a method or use your own, explain your guesses about something and even elaborate formulas, until then you have a 'simple thesis'.

Then comes another guy as smart as you and contests your thesis, confronts your thinking, the ideas come into conflict and can be overthrown or start to develop in other ways, if that happens we have the birth of a new theory. And they become solid, because there is no one to break them with opposing thesis or opinions.

Music theory never existed, there was a time in the 19th century and before, that some men who thought they were very smart, gave names like 'science and theory', for many mathematicians and physicists of the 20th century, they demoted many old theories to simple theorems.

The music is all based on small concepts, some maths, portions of languages with a few phrases or single words, happy was Mozart who said: "I want everything in my language, no more Italian". The French composers did the same with their music, while those who didn't have an opinion because they worshiped others too much, had to memorize foreign words until today.

The problem is that it's a set of information that you don't absorb in a week, music students love magic and ready-made formulas, it's unfortunate.

What you are talking about in the last paragraph (which is before the sacramental question) seems simple and straightforward. However, this idea is not so easy to implement. But that is where all the benefit of this approach lies.

I am a near-musician and have been creating music for a little over three years. And I understand very well the benefit of a gradual immersion in music theory. After all, music is a language. It's like reading and speaking - it's a delicate combination of immersion in theory, with deliberate practice in conversation and storytelling.
