    No it means that all primary hosters must be available for all users. Anything beyond that is considered extra and the uploader can provide them how he sees fit since he's going above and beyond the minimum requirements. I initially thought that it was against the rules myself but then I looked into it and it was clarified to me. This rule is meant in the sense that free users should be able to download not that free users must be able to download on every link.

    RG an UL are provided, both are primary and all 3 work, but it would ages to download from there.
